    Not sure what is being asked specifically here, but once you adopt a child you have all parental rights. The child is yours and has your last name. Birth certificate will be reissued with your last name. Prior to placement, birth parents have all rights to the child, naturally. Once they sign/relinquish parental rights, then they no longer have rights to that child and it cannot be revoked. In foster care, a child will have a chance to be reunited with his or her birth family if possible. There will be attempts at reunification and if the child goes back home then all rights are the birth family's. If reunification does not work and the child is legally free for adoption, then adoptive parents get parental rights.
