Judge Toledo was appointed to the Navajo Nation Council as a Trial Judge in 1989 and has been on the bench for ten years. She was previously a tribal court advocate, with her representation involving criminal, civil, family and administrative law. Judge Toledo is also involved in a State/Tribal Consortium in the state of New Mexico addressing the issues of domestic violence, child support and custody, and mental health.

In 1994, she was appointed to the board of directors of the National American Indian Court Judges Association and is active in programs that improve funding for all tribal courts. The Association has developed a curriculum specifically to assist tribal judges in further enhancing their judicial skills and knowledge in further development of tribal laws and courts.
